Overview of the Tax Collector's Office


 

The Florida Constitution establishes county Tax Collectors as independent government agencies.  They are referred to as Constitutional Officers.  Tax Collectors are elected for a four-year term in the Presidential election year.

 

The independence of the Tax Collector's Office is necessary to serve citizens and both local and state agencies as it:

  • Collects property taxes for every local government agency with the power to levy taxes.

  • Serves the state as an agent for the Department of Highway Safety and Motor Vehicles, the Department of Environmental Protection, the Florida Game and Fresh Water Fish Commission, and the Department of Revenue.

  • Manages local revenue programs, such as issuing occupational licenses and collecting tourist development taxes. 

As the only Hillsborough County official who has the authority and resources to manage both state and local revenue programs, the Tax Collector is a vital link between the citizens and the diverse programs that affect them.

 

The goal of the Hillsborough County Tax Collector's office can be stated in one word: "SERVICE" - service to the citizens and service to the government agencies that do business with the office.

 

The collections and distributions of the Hillsborough County Tax Collector's office are over $1 billion annually.  To handle this immense responsibility requires conveniently located offices, skilled employees, and innovated data systems.

 

Although revenues collected are mostly taxes, the Tax Collector's office is not funded from tax dollars.  It is a fee office.  The fees collected for the services provided are used to fund the operating budget, which is approved by the Florida Department of Revenue.  The work volume, combined with cost-effective operations, results in fee revenues well in excess of the budget.  These "excess fees" are returned to the local government agencies in proportion to the amount they pay.  As a result, they receive tax collection services at the lowest possible cost.
